The development and excellence of every organization depends on the production and transmission of data and statistical information as one of the main factors in planning and decision making. In fact, providing accurate statistics plays a crucial role in planning, policy making and decision-making processes in different countries. What ensures the production and dissemination of precise and accurate statistics in every society is the existence of an efficient statistical system relevant to the structure of that society. An efficient statistical system in a community is a prerequisite and essential condition for the development of that society. Therefore, the need for transformation in the methods and statistical practices of organizations and government agencies and their adaptation to the modern national statistical system as its part is felt more and more. For this reason, the first step and the most fundamental action is to create or update a statistical system and the process of production, dissemination, and flow of data in an organization. It is obvious that for a successful management of an organization, creating an efficient and effective system in the production and dissemination of data and statistical information is considered as the basis for proper planning and providing comprehensive, integrated and updated information in the organization. An organization's statistical system is, in general, a set of policy-making, professional and functional units of that organization, and the internal and external relations between them, which produces and disseminates statistics in accordance with the rules and instructions in certain procedures in interaction with each other in an integrated and organized manner. With respect to the necessity of adapting this system to the national statistical system, the role and relation of the organization's statistical system with the national statistical system should also be clearly defined. In other words, the organization's statistical system is to manage the flow of data within that organization in order to produce and disseminate accurate statistics. Therefore, in order to access accurate and updated statistics, it is necessary to establish a statistical system in an organization that provides accurate and updated information for managers. Obviously, the public libraries in the country also need to establish a statistical system for better management planning. Therefore, with respect to this felt need on the establishment of such a system, the Research Project "Designing the Statistical System of the State Public Libraries " was put on the agenda of managers and officials of the State Public Libraries in the form of a joint Research Project with the Statistical Research and Training Centre (SRTC) in early 2017. This Project was formally launched as of April 2017, and within one year it was conducted in a three-step framework: "Identification, and analysis of the status quo", "Providing a desirable plan" and "Designing and planning".
In this Research, which was conducted by SRTC upon request of the State Public Libraries, Dr. Ashkan Shabbak was the project manager, Dr. Kaveh Kiani, Dr. Ayoub Faramarzi, Mr. Vadood Kramati and Dr. Abbas Moradi were main co-workers.
